The Tweed Valley Hospital has been assessed as a State Significant Development (SSD) application, as it has a value of more than $30 million. The NSW Minister for Planning or delegate is the consent authority for SSD applications, which are assessed by the Department of Planning, Industry and Environment (DPIE). 

The planning approval for Tweed Valley Hospital was sought in two stages:

  • Stage 1 (approved June 2019) sought overall approval for the hospital concept and consent to commence early and enabling works on the site. These works consist of site preparatory activities such as clearing, bulk earthworks, retention walls and other in-ground works to enable development of the hospital.
  • Stage 2 (approved June 2020) sought approval for the design, construction and commissioning of the hospital itself.
 

Gazettal of SEPP amendment (Tweed Valley Hospital) 2019

The NSW Government gazetted the State Environmental Planning Policy Amendment (Tweed Valley Hospital) 2019 on 22 February 2019

The site-specific State Environmental Planning Policy (SEPP) rezoned the residential and agricultural zoned areas of the Tweed Valley Hospital site on Cudgen Road to SP2 Infrastructure, which was required to enable the Stage 1 SSD application to be considered. 

This SEPP was placed on public exhibition for six weeks from 1 November 2018, along with the first of the two-stage SSD application for the new hospital development. 
 

Stage 1 State Significant Development (SSD) application

The Stage 1 SSD application sought overall approval for the hospital concept and consent to commence early and enabling works on the site. These works consist of site preparatory activities such as clearing, bulk earthworks, retention walls and other in-ground works to enable development of the hospital.

The Stage 1 SSD application, including Environmental Impact Statement (EIS) was lodged with DPIE in October 2018, and placed on extended public exhibition from 1 November to 13 December 2018. Health Infrastructure responded to feedback received from the community and government agencies during the exhibition period in a formal report, lodged with the DPE in late January 2019. The Stage 1 SSD planning approval was granted by the NSW Government on 11 June 2019.
 

Stage 2 State Significant Development (SSD) application

With early works underway on the Tweed Valley Hospital site, Health Infrastructure progressed the application for the detailed design, construction and commissioning of the Tweed Valley Hospital.

Health Infrastructure lodged the Stage 2 SSD application with Department of Planning, Industry and Environment on 27 September 2019, and the following public exhibition period closed on 8 November 2019. Further information regarding the determination can be viewed on the DPIE website.  

The Stage 2 State Significant Development application sought approval for:

  • Construction of the main hospital building
  • A range of incremental hospital expansion opportunities
  • Construction of supporting healthcare buildings, referred to as the ‘Health Hub’
  • Internal roads and car parking, including a multi-deck car park
  • Construction of a temporary building for the ‘Tweed Valley Skills Centre’
  • External road infrastructure upgrades and main site access
  • Environmental and wetland rehabilitation
  • Site landscaping
  • Signage
  • Utility and service works.


The Stage 2 SSD planning approval was granted by the NSW Government on 12 June 2020.
